Open source
CSI has been adopting open solutions for years to limit the expense of Authorities and offer Piedmont businesses a technical preparation hard to find at national level.
The activities include:
- defining legal problems associated with open solutions;
- identifying open solutions to reduce the costs of operating tools;
- assessing the impact of the transfer to open office applications by the members of the consortium;
- spreading good practices.

In 2006 the Consortium developed Open Available Secure Integrated - OASI, the open source middleware platform for developing and providing application services.
The objectives:
- to systematise the use of open solutions already developed and offered by CSI;
- to create a highly reliable open source infrastructure with competitive costs;
- to encourage collaboration and the creation of a community among public Bodies, businesses and the academic world;
- to support the research and specific know-how training sector.
Advantages for the Administrations:
- compliance with national (Digital Administration Code) and European directives;
- integration of application components derived from the re-use of e-government projects;
- use of proven and tested products widespread on the market;
- simplified management also for small Authorities.
Advantages for the territory of Piedmont:
- creation of an open source community including both the subjects engaged in the development and maintenance of the platform and those that use it for training or providing services;
- support of the ICT sector in terms of innovation and competitiveness;
- access to technical training hard to find on the Italian market.

This is entrusted to IRES Piemonte and sees the participation of: CSI-Piemonte, Regional Administration of Piedmont, CSP, Istituto Superiore Mario Boella and Turin Polytechnics.
The activity of the Observatory is aimed at:
- documenting the penetration process of ICTs in the Piedmont socio-economic system;
- putting the gathered information at the disposal of the regional community, businesses and PA;
- creating the conditions to critically evaluate the ICT initiatives developed or under project;
- facilitating the development of synergic actions and initiatives in the use of ICTs;
- promoting opportunities for discussion on the experiences brought about in the local and international field.
