Improving Resilience to Emergencies through Advanced Cyber Technologies

I-REACT is a project for the realization of a platform that integrates, at European level, data from different sources, useful for natural risk management (mainly floods and forest fires). The goal is to enable citizens, civil protection operators and professionals to prevent and act more effectively in real time in case of natural disasters.

Climate change in recent decades is increasingly causing extreme weather events and current risk management systems are still limited in their effectiveness. The I-REACT platform exploits and integrates technologies already available today to collect and process large amounts of data from different sources: social media, mobile applications, information systems, satellite images, photos and videos from UAVs, wearable smart devices, ensuring interoperability with current emergency management systems. The platform is therefore able to produce information in real time, especially on floods and fires, and returns projections of the evolution of the disaster in a very short time.

The project, completed in May 2019, involved twenty partners from 9 different European Union countries, including CSI, together with research institutes, international organizations such as UNESCO, public bodies and small and medium enterprises that will have the mission of enhancing this innovation from a commercial point of view. In particular, CSI was responsible for collecting the requirements from the project's main stakeholders, i.e. the emergency managers of European countries, including the Piedmont Region and AIPO. It has also developed the modules that allow the integration of data from European alert and monitoring systems into the I-REACT platform.


I-REACT has left a great heritage of technical knowledge, relationships between dynamic realities and some tools, immediately reusable in projects of interest to our consortium members. In particular, all the integration modules of local alert systems, the operations room tool and the mobile applications to generate reports from the field, if necessary improved and customized, will be used for the evolution of information systems dedicated to risk management in Piedmont and the Po basin. 

Social media analysis and the use of mobile and wearable devices in the field can enhance the solutions adopted by Piedmont's local authorities, in particular those of the Piedmont Region and AIPO - Agenzia Interregionale per il fiume Po, in the field of Civil Protection.

Contacts with advanced research institutions, such as the Istituto Superiore Mario Boella in Turin, the Fondazione Bruno Kessler in Trento and the University of Vienna, offer interesting ideas for developing the range of solutions that CSI can offer in this field. Contacts with dynamic companies, such as the Spanish company Answare tech, Joinpad, a Milanese company active in the field of augmented reality, and the Serbian company Bit-gear, also offer significant synergies.
